Neighborhood Enhancement Program (NEP)

The Neighborhood Enhancement Program (NEP) through the Michigan State Housing Development Authority (MSHDA) is designed to improve Interior & Exterior rehab projects as well as Public Amenities.

The City of Monroe was selected for this program with its plan to assist exterior improvements to owner-occupied homes located in the Orchard East Neighborhood in the area consisting of North of East Eighth Street, South of the River Raisin, West of Norwood, East of Kentucky.

During Round 9 of the program, the City of Monroe was awarded $56,250, from which six (6) single-family, owner-occupied homes shall be selected for improvements in the Orchard East Neighborhood.

Projects that require volunteer assistance are encouraged to contact our partners at the Monroe AFL-CIO to arrange for no-cost labor. Projects can include exterior improvements such as siding, painting, porch repairs, stairs, windows, doors and accessibility and safety improvements. Each project shall not exceed $9,999.99.

FIX Program

The City of Monroe’s FIX Program is a housing rehabilitation program for income eligible residents in owner-occupied homes. The program funds projects addressing code compliance, energy efficiency and health or safety issues. Residents who live in the city and meet income requirements can apply to the program by contacting the Monroe County Opportunity Program at 734-241-2775.

Lead-Based Paint Testing

Residents who meet income eligibility requirements (noted above) and have a child or children under the age of six (6) years old living in the home who have shown to have elevated levels of lead in their blood may apply for the program. The City of Monroe will work with the Monroe County Health Department (MCHD) to have a lead-based paint risk assessment completed for the applicant’s home. Once the assessment is complete, the MCHD will work to remediate the lead-based paint hazards found in the home.
