
The City of Monroe and the Monroe Downtown Development Authority partnered to develop a new Downtown Master Plan, which provides a blueprint for the next generation of revitalization in the downtown district. The process included a parking study component to assess current conditions and to recommend adaptations to the parking system for optimum efficiency and enhanced capacity.
The Downtown Master Plan effort was guided by a Study Group, comprised of a variety of downtown stakeholders, including the Citizens Planning Commission, Historic District Commission, property owners, the City Council, Monroe County and more.
Goals for the project include coalescing existing planning documents into one holistic, comprehensive plan; positioning the downtown for readiness and efficiency for developer interest; emphasizing pedestrian access and connectedness; improving ability to attract quality and sustainable growth; promote the creation of a variety of public spaces; conducting a current parking audit and future needs assessment; and creating an action-oriented implementation plan.
For this work, the City engaged urban planning firm MKSK as the lead consultant. The master planning process concluded in the spring of 2018, with approval by the Citizens Planning Commission by October, 2018.
