River Raisin Master Plan
The City of Monroe and the Commission on the Environment and Water Quality (COTE) have worked together to create a master plan for the River Raisin.

A master plan provides a broad, long-term vision. The master plan outlines a road map for the River Raisin and its watershed by focusing on four categories critical to protecting the river:
- Community
- Education
- Environment
- Equity/Inclusion
The plan prioritizes community needs and provides action items to ensure enduring protection, stewardship, and engagement with the River Raisin.
The master planning process relies on community input from a diversity of voices. It is important to listen to the people that use the river and are affected by the river to understand their needs and perspectives. Listening to stories about how the river impacts individuals and communities can help others understand what the river means to them, and learn how organizations are working to protect the river for future generations.
The River Raisin Master Plan will continue the efforts of the Legacy Project, which restored River Raisin habitat over many years. Future habitat restoration projects, including another dam removal in 2026, will be needed to ensure benefits from the Legacy Project remain effective, sustainable, and resilient under changing climate conditions.
