2025 Zoning Code Update

On Monday, July 7th, Monroe City Council approved a comprehensive update to Chapter 720 – Zoning of the City Code.

This significant revision, which will take effect on August 1st, reflects the City’s commitment to encouraging new housing development and addressing common concerns from residents and property owners.

Supporting More Housing Options

The updated zoning code makes it easier for developers and property owners to build a wider variety of housing types within Monroe. Some of the key changes include:

  • Reduced Minimum Lot Size and Width: Smaller minimum lot sizes and lot widths make it possible to build more housing units on available land, opening doors for infill development and more affordable housing options.
  • Smaller Unit Size Requirements: Minimum square footage requirements for individual housing units have been reduced, giving developers and homeowners more flexibility in design and cost.
  • District Consolidation: The former Commercial Office and Commercial General districts have been eliminated and absorbed into expanded Neighborhood Mixed Use and Corridor Mixed Use districts. This change encourages mixed-use development that blends residential, retail, and office space to create more walkable, vibrant neighborhoods.
  • New Housing Types: Additional housing typologies have been introduced as permitted uses by right or by special use permit, which means more diverse housing choices can be approved faster and with fewer barriers.

In addition to housing, the updated code provides clearer guidance on several topics that residents regularly ask about:

  • Beekeeping: Clarifies where and how beekeeping is permitted within city limits.
  • Transitional Housing: Establishes standards for facilities that provide temporary housing for individuals in transition.
  • State-Registered Facilities: Updates local zoning standards for state-licensed care or group home facilities.
  • Corner Lot Fence Standards: Provides clearer rules on fence height and placement for properties located on corner lots to improve safety and neighborhood aesthetics.
